Temporary Suspension of Vehicle Inspection Lift in NCTS - January 2020

30/01/2020

NCT Statement

"NCTS have made the decision to temporarily discontinue the use of vehicle inspection scissor lifts across the NCTS network of 47 centres with immediate effect until a full condition survey of all lifts is completed.

This decision was made following NCTS being made aware of a defect with a similar make and model of MAHA scissor lift. (Note: these are the scissor lifts that are used to raise a vehicle above ground to inspect the underbody area of the vehicle). Condition surveys of the potential defective component have been instigated across the full network of 47 test centres. As the condition of the lifts is established the remedial action will be determined and implemented. All scissor lifts are due for replacement from June 2020 and we are in dialogue with the manufacture to escalate the production and bring forward the installation of these new lifts.

All customers should continue to book and turn up for their NCT as normal. The test will be completed with the omission of the underbody inspection, which will be conducted at a later date when the lifts are returned to use. All other elements of the test including lights, emissions, upper body exterior, vehicle interior, brakes, suspension and wheel alignment will be tested as normal. Customers will incur no additional fees as part of this process.

The Vehicle Inspection report will be issued at the time of testing and a certificate will be issued when all stages of the test have been successfully completed.

It is important to note that the lift is not a measuring device but it does provide the means for the inspector to carry the underbody inspection. Therefore, the integrity of historic tests is not a concern.

Our priority at this point and time is for the safety of our staff and our customer’s property. We do sincerely apologise for any inconvenience this may cause.

We understand that some of our customers may have specific questions regarding their NCT test. We have compiled a number of helpful answers to questions to assist NCTS customers. This will continue to be updated over the coming days as more information becomes available. Please continue to check the NCTS website or alternatively phone our customer services for future information."

What has happened ?

NCTS have made the decision to discontinue the use of vehicle inspection lifts across the NCTS network with immediate effect until a full condition survey of all lifts is completed.

This decision was made following NCTS being made aware of a defect with a similar make and model of MAHA scissor lift. Following that information, condition surveys have been instigated across the full network of 47 test centres.

When did NCTS become aware of this issue?

NCTS became aware of the issue on the 27th January 2020 and took immediate action to assess the situation in conjunction with our test equipment provider. This has resulted in the suspension of the underbody inspection only.

What is the scale of the problem?

Until the condition survey is completed, we are unable to comment on the full scale of the problem and therefore we have taken the decision in the interests of safety to discontinue the use of the vehicle inspection lift. Across the 47 centres nationwide there are in excess of 100 vehicle lifts.

How are people going to be affected? And what should they do?

All customers should continue to book and turn up for their NCT as normal. The test will be completed with the omission of the underbody inspection, which will be conducted at a later date when the lifts are returned to use. All other elements of the test including lights, emissions, upper body exterior, vehicle interior, brakes, suspension and wheel alignment will be tested as normal. Customers will incur no additional fees as part of this process.

The Vehicle Inspection report will be issued at the time of testing and a certificate will be issued when all stages of the test have been successfully completed.

What should people do if they have an upcoming NCT appointment?

The condition survey currently being undertaken will determine the full extent of the issue and what remedial action is required to reinstate the lift. Further updates to the public will be provided through the NCTS website.

What should people do if their NCT is due to expire soon and are due to make a booking?

All customers should continue to book and turn up for their NCT as normal. The test will be completed with the omission of the underbody inspection, which will be conducted at a later date when the lifts are returned to use. All other elements of the test including lights, emissions, upper body exterior, vehicle interior, brakes, suspension and wheel alignment will be tested as normal. Customers will incur no additional fees as part of this process.

The Vehicle Inspection report will be issued at the time of testing and a certificate will be issued when all stages of the test have been successfully completed.

What will happen if people are stopped by the Gardai and they don’t have a valid NCT displayed because of this issue?

The RSA have made the Gardaí aware of the issue and is liaising with them on any potential issues arising. All vehicle owners are reminded that the road worthiness of their vehicle is their responsibility at all times not just at the NCT.
